Exchange PowerShell Script to enable in Place hold for multiple users using Text File

I wish to run an Exchange PowerShell Script to enable in Place hold for multiple users using Text File. I want to be able to specify the users, not search all users. I also need to do this via PowerShell not via the EAC.
