Can ShadowRedundancyEnabled=True stop emails from a Public Folder to itself?

Hey guys,

Can ShadowRedundancyEnabled set to True stop email sent as a public folder To/CC  itself?

We have users that have Send as permissions for an email enabled Public folder and when they CC the public folder it never shows in it, the Message trace shows an Explicitly Discarded log by Shadow Redundancy on it for the emails that won't show in the public folder.
