Unable to assign Send As permissions.

Hello,

I am unable to assign Send As permissions in Exchange Admin Center or through the Exchange Management Shell. Both produce the same error message: Active Directory operation failed on server.domain.Local. This error is not retriable. Additional information: Access is denied. Active directory response: 00000005: SecErr: DSID-031521E1, problem 4003 (INSUFF_ACCESS_RIGHTS), data 0

I found other posts about the same issue and a resolution of adding the permissions through ADUC which worked but if the option is in the EAC, shouldn't it work there? This seems like a bug?
