Mailbox quota emails not getting to all users

Hello

Hoping someone can help point me in the right direction here as this is driving me insane.

Our client recently upgraded from Exchange 2003 to 2010 then from 2010 to 2013 (currently on SP1 CU5).

They use a mixture of Outlook clients from 2007 to 2013.

They have a mailbox database set with the following limits:

Warning: 512MB

Prohibit Send: 819MB

Prohibit Send/Receive: 1GB

There's approximately 40 users in this mailbox. Our client has noted that when users go over the warning limit not all receive the email notification informing them of this.

I've checked the notification in Exchange Powershell and 18 of 33 users who are well in excess of the warning quota (smallest been 700MB) have not received any quota email. The users are all in the same OU in AD, they all have the same group memberships, there's no rules blocking these messages on their account, they all have the same exchange delegation.

It doesn't make any sense as to why some users are receiving this and not others when effectively they are all the same. I know Exch 2013 runs quota notifications according to a flag on the account but as yet I haven't found any way to check which accounts have been flagged.

Does anyone have any suggestions as to what to look for/try regarding this as users keep going over the prohibit send quota limits and having trouble with emails as a result.
