How to Create Alert if a user sends more than 100 emails/minute?

Hello,

I wish to create a script on Exchange 2010, 2013, which can send me an alert if a user sends more than 100 emails per minute.

How to do that in 2010 EMC or 2013 EAC and what's its cmdlet for EMS?

Please Guide.
