Email Disclaimer in Office 365

I am trying to add a privacy disclaimer at the bottom of my organization's outgoing emails.  However, when I pull up my admin dashboard in Office 365, under the "mail flow" tab, I have no "rules" tab to click.

Does anyone know why this would be, or where the rules tab is now?
