Disable StartTLS on Exchange 2010

I have a client app that does not support StartTLS for SMTP and I think that is the problem I am running into. From the client I am getting errors.

Where do I check to see if the Exchange server is using StartTLS instead of regular TLS?

How do I disable it on Exchange 2010 Server?
