MS Exchange GAL update glitch

Hello all, I am facing a little update glitch from MS Exchange GAL.

What I did:

  1. We had a directive from HR to do a clean-up of the Exchange, and filling in details such as Chinese names for those people who were not updated.
  2. I added the names as well as changed the display name to fulfill the criteria, i.e. YEO, Jeremy to become YEO, xxx xxx Jeremy.
  3. This was reflected in the GAL after re-population after a certain number of hours.

What happened after:

  1. HR came back with another directive to change the display name on the GAL back to the original value, i.e. YEO, Jeremy.
  2. We made the changes and most of the names were changed back to default, however,
  3. Some names refused to changed even after GPO refresh and allowing half a day to refresh policies.

What I tried to rectify:

  1. I went in EMS and using administrative rights, I forced the GAL to repopulate manually. This was done yesterday evening at 5pm+. 
  2.  I also went to EMC to update the offline address book manually. This was also done at 5pm+ yesterday, after running the command to update the GAL on EMS.
  3. Till now, no update has been seen. There are still users whose names refused to be changed. One example is the user “PEH, Evelyn”. Under Exchange, her names has been changed but inside the GAL, her full name is still being shown. She is not the only one affected.

I would like to ask, is anyone of you able to provide an explanation for this, and if you can advise, how long will GAL take to update? Microsoft Knowledge Base article said “several hours” based on the Exchange kb but it’s been more than 12 hours since I manually ran the commands to update the GAL.
