Not able to see all organizational units when trying to create mail objects in ECP

We are currently implementing Exchange 2013 in a multiple domain environment, with many organisational units.

We want to delegate the task of create dynamic distribution groups to some colleagues using ECP.

We have created Management Role, Scope and group and we are able to grant the admins the permission to do this task.The problem is that the OU that we want them to create the groups in is not visible when using the browse button to select an organisational unit, and many OUs are missing.

I have checked permissions on the OUs and the Exchange groups look to have the correct permissions. We can create objects in the correct OU using powershell, but we would prefer that they use the web gui.

We get a warning on the screen "There are more results available than are currently displayed" when trying to select the OU, which makes me think we have reached a limit.

Is there any way for us to increase this limit, a way to restict which OUs are visible, or any other solution which will allow us to delegate this task?
