Get-OwaVirtualDirectory not working, RPC server unavailable

Hello,

we are experiencing this issue with new fresh install, windows 2012 R2 domain + exchange 2013 + TMG 2010

We looked around for similar issues, but none of the suggested approaches seems to work.

Error (from the local machine hosting the IIS frontend, so run locally from  FRONTEND, IIS on FRONTEND); Result:

[PS] C:\Windows\system32>Get-OwaVirtualDirectory
The task wasn't able to connect to IIS on the server FRONTEND.foo.local'. Make sure that the server exists
and can be reached from this computer: The RPC server is unavailable.
    + CategoryInfo          : ReadError: (FRONTEND\owa (Default Web Site):ADObjectId) [Get-OwaVirtualDirectory], IISN
   otReachableException
    + FullyQualifiedErrorId : 22EA10E,Microsoft.Exchange.Management.SystemConfigurationTasks.GetOwaVirtualDirectory
    + PSComputerName        : frontend.foo.local

Firewall disabled/enabled on FRONTEND and domain controllers
Remote audit rights are there for Exchange servers on GPO
Rebooted

Only log we find is event viewer after boot (not sure if it is related): Source MSExchangeADAccess, event id 4109

Process MSExchangeHMWorker.exe (ExHMWorker) (PID=2712). ServerComponentState for Component 'ActiveSyncProxy' set by Requester 'HealthApi' to 'Inactive'

Any help is greatly appreciated. No more ideas here.
