Disable Junk items through exchange 2013 for all users

Hi Geeks,

I want to disable Junk mail option for all the users in an organization of 25 users. I want to achieve this through exchange server. i tried running lot of power shell commands but it was not successful. I am using exchange 2013.

all the emails should go to inbox directly none should detect as a spam.
