Exchange Services not starting--2013

Hello Folks,

Exchange Services are not starting i get the below error on the event viewer.

Process MSExchangeThrottling.exe (PID=14088). WCF request (Get Servers for abraj.com) to the Microsoft Exchange Active Directory Topology service on server (TopologyClientTcpEndpoint (localhost)) failed. Make sure that the service is running. In addition, make sure that the network ports that are used by Microsoft Exchange Active Directory Topology service are not blocked by a firewall. The WCF call was retried 3 time(s). Error Details 
 System.ServiceModel.FaultException`1[System.ServiceModel.ExceptionDetail]: The type initializer for 'Microsoft.Exchange.ExchangeSystem.ExTimeZone' threw an exception. (Fault Detail is equal to An ExceptionDetail, likely created by IncludeExceptionDetailInFaults=true, whose value is:

Appreciate your replies to fix the issue, Enabled IPv6 still no luck
