https://localhost/ecp/?ExchClientVer=15 redirect to OWA Exchange 2013 SP1

Hi, I have the Exchange 2013 SP1 installed into 2 Sites office. New installation. No coexist.

The HQ with 2 Exchange 2013 SP1(CAS+MB) and The Branch with 2 Exchange 2013 SP1(CAS+MB).

In the HQ, i can logon the EAC via https://localhost/ecp/?ExchClientVer=15 locally in the Exchange server without any problem.

However, when i try to login at the Branch Exchange server via https://localhost/ecp/?ExchClientVer=15. I'm getting the redirect to the HQ /owa page.

The user is without mailbox enabled. I get the page with "something went wrong"
