The WinRM service cannot process the request because the request needs to be sent to a different machine

I posted this article to the wrong forum so now I recreate one under Exchange 2013 forum, hope some guru can help me have a look at the clue, thanks a lot!

This is a Microsoft Exchange 2013 with CU2 environment, installed in Windows 2012 standard server, installed 4 servers which are 2 mailbox servers and 2 CAS servers. Besides this error/issue, the exchange is working at the moment.

The issue only happened in one of the mailbox server, when open Exchange Management Shell it can't connect to all exchange servers including itself, error message below:

I already uninstall the Winrm IIS service from that server and performed a server reboot, but the issue still persist, when opening EMS still showing the same error message, any input is welcome, thank you.

Later on we found some problem with IIS in that server
