Exchange 2013: Providing Exchange Administrator full access to disable/remove mailboxes

I have Exchange 2013 CU2 Standard on Server 2012 Standard. And for the life of me I am not able to add the permission to a user to disable or remove mailboxes. I've tried regular users assigned the "Recipient Management" permission. Domain admins, Enterprise admins, every tier of permission level I can think of including the account used to set up exchange in the first place. 

What I need is a "God-Mode" as far as this installation is concerned.
